Henrik Hautakoski f669183060 Add LimitedResource for scoped stream windows 
Wraps any seekable StreamInterface and exposes a fixed byte range
(start offset + length) as an independent stream. Useful for passing
a subsection of a resource to BinaryReader without copying bytes.
